POLICIES TO PROMOTE RACIAL EQUALITY AND EARLY CHILDHOOD EDUCATION: THE CASE OF FLORIANÓPOLIS/SC

Abstract
This article will present analyzes of policies promoting racial equality in the municipal Early Childhood Education in Florianópolis/SC, in particular the inclusion of the topic in municipal documents, information about the beginning of the policy and acquisition of cream for frizzy hair. To understand the policy we use the analytical framework of the approach Cycle Policies (Ball, Bowe, 1992, 1994), furthermore, for reasons we rely on studies on race relations in Brazil and research on early childhood education and race relations. Aspire through exposure policy Florianópolis/SC contribute to the process of elaboration and reflection on the possibilities of policies for promoting racial equality directed to the first stage of basic education.
