Abstract
Based on the literature on public policy implementation (PIRES; GOMIDE, 2018; PIRES, 2019) and on principles of game theory (SCHARPF, 1997; STEIN et al., 2007), this study aims to analyze the process of (re)formulating the quota policy for black students in Basic Education at Colégio Pedro II (CPII), which took place throughout 2023. In methodological terms, the article is based on the experiences of one of its authors, who followed this process as a member of the Center for Afro-Brazilian and Indigenous Studies (NEABI/CPII). In short, the results of the study point to the relevance of formal arenas and actors who play the role of tension (such as NEABI/CPII) and functional leadership (such as pro-rectors) for the arrangements for implementing public policies, in search of aligning political and technical aspects with anti-racist agendas, marking what we call in this manuscript a “concert of wills”.
