Abstract

In this paper we describe the trajectory of black youth organization in the early years of the century XXI, as a set of meaningful social actors in dialogue with state actors in Brazil, by claiming rights through public policies aimed to this segment. The analytical perspective employed here consists the democratization as a continuous process of expanding and enforcing rights, in which the analysis of the invention of new rights, as well as the relation between civil society and political society has central importance. For the emergence of this new set of actors describe as exemplary the construction of the 1st National Meeting of Black Youth (2007) and the National Forum for Black Youth.
