THE RIGHT TO ADEQUATE HOUSING AND THE STATE PLAN FOR THE PROMOTION OF RACIAL EQUALITY OF THE RIO DE JANEIRO STATE

Abstract
The present work deals with axis five of the State Plan for the Promotion of Racial Equality of the State of Rio de Janeiro (PEPIR?RJ), namely, land, housing and habitation, with emphasis on the right to adequate housing. At first, it highlights the process of formation of the urban space of the State from a historical perspective, as well as some demographic data to demonstrate the racial inequalities with regard to housing. Then, we highlight some aspects of the construction of the plan and relate it to the concept of adequate housing. We also emphasize the national and international legislation that underlies the existence of the plan in order to promote policies of racial equality promotion with an emphasis on the black population.
