STRUCTURATION OF MUNICIPAL HEALTH COUNCILS IN BAHIA FOR SOCIAL CONTROL: A BASELINE STUDY

Abstract
Evaluative research, quantitative approach, using secondary data. Selected 35 municipalities in Bahia, stratified by macro-region according to the Director Plan of Regionalization. The survey showed that 68.6% of the municipalities respect the parity in relation to users’ representatives; 5.7% of the municipalities respect the workers’ representation. Regarding the presidency of the councils, only 20% realized election in plenary meeting to choose the president. The presidents representatives of health department totaled 31.4%. Have had highlighted the representatives of local health departments (91.4%) and agencies related to the education sector (45.7%). As for service, providers predominated the representatives of private services and contracted (60%) in detriment of public service (40%). The Municipal Health Councils are important channels for popular participation, although it works much more to validate the decisions of the executive.
