Abstract

The right to health is constitutional grounds and substantive condition for the full exercise of citizenship. It is a strategic aim for overcoming racism and assurance of promotion of racial equality, development and strengthening of democracy. The aim of this study is to report the national health policy of black and indigenous population in Brazil, enabling us to know the rights of access to health services and actions designed to these populations. The National Policy of Black Population's Integral Health defined the principles, the brand, objectives, guidelines, strategies and management responsibilities, focused on improving the health conditions of this population. The National Policy of Attention to the Indigenous Population’s Health is part of the National Health Policy, aligning the determinations of the Organic Laws of Health with the Federal Constitution, which recognize the ethnic and cultural specificities of indigenous peoples and their territorial rights. Healthcare is a right of all and especially those people living in the most vulnerable sections of the population. We conclude that is of fundamental importance the knowledge of the Health Policy of the black and indigenous population in Brazil, which regards the access to health actions and services for all.
