THE ROLE OF THE STATE COUNCIL FOR THE DEFENSE OF HUMAN RIGHTS AND ITS RELATIONSHIP WITH SOCIAL MANAGEMENT

Abstract
This article seeks to analyze social management in the state council for the defense of human rights (CEDDH-TO) as a mechanism to assist in the construction of public policies for the Tocantins. Therefore, a study was conducted during May 24, 2016 to September 29, 2017, the theoretical framework was delineated from the historical contextualization and the conceptualization of social management, participatory citizenship. We chose a qualitative study. The data collection was done through the analysis of the minutes, the results indicate that the council can not interfere in the allocation of public funds, it is also noted that the most discussed subjects in the meetings are the status of the rights of children, adolescents, and the approval of the state human rights plan of Tocantins.
