MENTAL HEALTH OF THE BLACK POPULATION: A NON-INSTITUTIONAL PERSPECTIVE

Abstract
This text talk on the mental health of black population; shows the omission of racial issue in the debates of the Brazilian Psychiatric Reform, which not denounced the racial segregation operated by mental health care; Explains the genocide of black population in formulation of public policies to the population referred; Displays the conditions for promotion, protection and recovery of health, defined in the Law 8.080/1990, as "builders of subjectivity"; The PNSIPN - Política Nacional de Saúde Integral da População Negra as indispensable for the SUS - Sistema Único de Saúde and the promotion of equity in health. Combining the research to the experience of the author with black communities to traditional knowledge from African, this text make a contribution to the mental health issue, from perspective of historical experience and the struggles of the black population in Brazil.
