Abstract

The law 12711/12, when specify the criteria for reservation of vacancies in admission of students in federal universities and federal institutions of middle level technical education, broadens the inclusion character through a progressive expansion of affirmative policies stemming from demands of social movements in the last decades. The present work focuses on documentary preliminary analysis of qualitative character from documents and legal aspects that guided the selection process of 2013 of the Decentralized Teaching of Nova Iguaçu – integral system CEFET-RJ. It brings some implications for the debate concerning the privilege of criteria of social quotas instead of racial quotas. Thereby, also characterized by the possibility of open dialogue towards providing grants to improve this governmental public policy to ensure greater visibility and presence of black youth in school spaces of said system.
