Abstract

The Brazilian university appears late even among the countries of Latin America, despite its importance for the scientific and technological development of Brazil, it has been characterized throughout its existence as a space for a few, reserved for the Brazilian elite. The emergence of Law 12.711, which introduces the quota policy for access to higher education, brings a significant advance in terms of access to a previously excluded part of society. The forecast for revision in 2022, when it completes 10 years, makes the discussion about the effects it exerts on Brazilian universities a necessity. This article briefly discusses the impact caused by the arrival of people from the poorest strata of society at the university, with special attention to black people who constitute the vast majority of the poorest part of the Brazilian population, as a result of the denial of adequate public policies for imposed survival. to these people from the period of slavery and which continued after its end. The analysis presented here brings some elements that go beyond the discussion about the performance of these quota students, bringing an analysis of what kind of change the presence of these people was able or capable of bringing to Brazilian universities.
