THE IFES QUOTA LAW IN THE IFES: NONE SETBACK, NONE BLACK / INDIGENOUS UNLESS

Abstract
This study analyzed the effects of the Quota Law and its different inclusion criteria on the admission of students to Brazilian Federal Higher Education Institutions (IFES), considering the race / color and income profile. Data base from the Higher Education Census (Inep) were used - “student” databases, only entering new vacancies in the period from 2013 to 2018. The results revealed a reduction in the number of new entrants to IFES from 2016, especially among quota holders. Although the Quota Law has expanded the access of blacks (blacks and brown) and Indigenous people in the IFES, the study requires the need to revise it, since as it is formulated, the Law has allowed the access of white people from the school with better income conditions, to the detriment of blacks and lower-income indigenous people.
